For more than a decade, the fourteen agencies and organizations at the forefront of our nation’s effort to deter organized crime and terrorist activities have relied on systems using the search algorithms included in Celatro. These agencies have developed, deployed, and operated systems (such as TIPOFF, in use over 17 years) that mine, process, and manipulate complex data in support of criminal and terrorist tracking and traveler-screening services. The Secretary of State recently described these systems as a “National Treasure.”

“Federal agencies have differing requirements regarding the algorithms that will be used in the consolidated watch list database. ‘Algorithms’ are formulas or rules for solving a problem in a finite number of steps. For counterterrorism purposes, algorithms support the capability to search watch list databases and check peoples’ names against those lists. For example, due to its responsibility to provide passport and visa processing worldwide, the Department of State has developed sophisticated name-searching algorithms [TIPOFF with Celatro algorithms] that recognize names from many diverse countries.”
